I'm proposing dropping Django versions older than 1.11 from a near-future Anymail update. (Django's 1.8 long-term-support period ended earlier this year, and Django 1.9 and 1.10 have been unsupported for a while.)
I would continue to release security fixes on the Anymail 3.x branch that supports Django 1.8, 1.9, and 1.10 through April, 2019. Also, if at all possible, Anymail 3.x would be patched if an ESP it supports makes a breaking change to their API.
But new Anymail features and new ESPs would only be available in Anymail 4.x with Django 1.11 or later.
