Add support for sendpulse.com

Hello,
it would be nice if you can add support for https://sendpulse.com actually it's one of the most permessive in free tier (12.000 mails/month).

There is a Python library https://github.com/sendpulse/sendpulse-rest-api-python but it would be better to have it integrated into standard anymail.

SendPulse was suggested 2.5 years ago in #318. People can express interest in for this by adding a thumbs-up reaction to the top comment above.

Since 2023 SendPulse seems to have added transactional templates, and they've made "transactional email" more prominent in their marketing. But most of my other concerns are still true, and I suspect using Django's built-in SMTP EmailBackend would provide a better integration experience than Anymail could through SendPulse's HTTP API.

Quoting myself from 2023:

… Their transactional email offering (which they call "SMTP Service") could be made to work with Anymail, but their HTTP transactional API seems relatively limited. (E.g., there's not even a way to supply a Reply-To address. And they don't have any of the extended ESP features like metadata or tags, which are where Anymail starts adding value over Django's built-in email support.) [Edit: they also now have templates and webhooks]

Given their limitations, I'm not likely to add SendPulse support in Anymail myself. But I'm open to a PR if someone else wants to do the work.

Incidentally, you should be able to use SendPulse with Django today, without needing an Anymail integration. Django's default EmailBackend supports SMTP. See Django's Sending Email docs. The settings you'll need for EMAIL_HOST, EMAIL_HOST_PASSWORD, etc. should be in your SendPulse SMTP settings.

Thanks for the feedback, obviously I can use sendpulse in SMTP mode but I won't be able to use templates which I think it's one of the main advantages using an ESP over a common SMTP send service.
