[DUBBO-3797]: dubbo-registry-nacos module is not bundled into Apache Dubbo 2.7.1

LGTM.

Only dubbo-metadata-report-etcd and dubbo-registry-etcd3 confused me a little bit. Does that mean dubbo-metadata-report-etcd is implemented on etcd 2.x or earlier?
