[MRELEASE-819] preparationGoals parameter supoorted before version 2.4

In the 2.4 documentation, it says the preparationGoals parameter is available since 2.4, however I've been using it in previous plugin version 2.3.2 already.

It's worse: it seems like all parameters which didn't had an explicit @@since specified are now enriched with like they were included with the latest version. My first guess is a bug in the new Mojo Annotations.
