This adds a bunch of changes that will make it easier to use the CLI, and fixes a build time regression we saw in the version of the CLI shipping.
NOTE: This shouldn't break anything, but to be safe I'm going to hold off on releasing it to the masses until I've got the APQ's stuff in and call that
