ARK CLUSTER SETUP HELP NEEDED

Hello, after reading almost 100 issues on "Cluster not work" and the only solution being "use clusterid and clusterdiroverride", which I have done and sadly, like many others, doesn't work.
To be precise, I use clusterid=81489142 and ClusterDirOverride=/app/server/ShooterGame/Saved/clusters on both servers. Both of em are on the island, no mods, no server password, no battleye, and unique session names (000001 and 000002).
I opened those Ports:
27015 for SteamQuery
7777 for game and
7778 for udpraw
for the 2nd it's mostly +10, but anyways
27020 for SteamQuery
7787 for game
7788 for udpraw

They're on the same machine.
The real problem im experiencing is that server1 doesn't see server 2 buuut server 2 sees server 1 occasionally. If transferred, it seems to work. I change servers, which works, but if I try to respawn my character on server 1 it just opens the character creation screen, and my character from server 2 is in the data heaven. I also can't download this lost character, neither on 1 nor 2.
so yea. wtf is happening? Any help appreciated

/app/server sounds like they are in docker containers. Is a common persistent directory bind mounted to that clusters directory in each container? Does the UID the containers run under have write access to that directory?

Yes, both run in a docker container, the /app is mounted to two different folders for each server. I first tried to mount both to a common cluster folder in /app/cluster, but that didn't work (folder was empty). Then I tried to mount the cluster folder to the ClusterDirOverride, that didn't work too (an empty folder in cluster folder, named after the clusterid).
And yes, the UID has rwx for the all the folders and subfolders.
