Reduce size of network XML files

## Overview
At present, network XML files have an unnecessarily high degree of coordinate precision. In addition, `id` values are unnecessarily long for the purposes of ensuring that `id` values are unique.

## What could we do?
We could reduce the size of network files by reducing coordinate precision to 2-3 decimal places and shortening `id` values.
