Server: Code folding support

Can't tell if this is a bug or a missing feature.

Once ty extension is enabled, code folding for python code becomes comepletely unavailable.

For me, this single thing is a dealbreaker.

Is folding docstrings covered by this issue? Currently it is only possible to fold multiline function signature or its entire body which is suboptimal.

I don't think ty currently supports folding. Once someone starts working on this issue, we'd take a look at what the initial support would look like and iterate from then onwards.
