feat(ec2): Introduce to ec2 prefixlist peer

Reason for this change

Prefix lists are often used in EC2 ingress and egress configurations, but the current interface is unnecessarily complex.

sg.addIngressRule(Peer.prefixlist(prefixList.prefixlListId), Port.tcp(80));

We will improve this primary use case as follows

sg.addIngressRule(prefixList.peer, Port.tcp(80));
