Consider moving the artifacts tags to semantic versioning scheme #216
Description
Right now the artifacts released from this repository are not fully complying with the semantic versioning scheme. For example, the version 1.8 does not contain the patch version. It is likely being omitted because it is 0.
Moving forward we should consider moving this to semantic versioning to make things more consistent.
We should communicate well in advance so that users can adapt to this change.
If we opt to change, the release process described in RELEASE.md must be updated.
