why not use ark for downloading stash
seems much nicer then using this right?

Historically ark has been hit or miss with whether its better than doing it
manually. It was causing some cookbooks (collectd comes to mind) to get
blacklisted because it would cause full artifact downloads each Chef run.
I'm not sure if that issue has been fully resolved, but I'll double check the
JIRA issue for it. In theory though, yes, using ark would be a better
abstraction.

i changed it for using ark
and it works fine
also i didn't discover the bug your talking about but i'm only using ark for 2 months now.

Seems like this was alleviated with the remote_file use_conditional_get being enabled by default. http://docs.opscode.com/resource_remote_file.html#prevent-re-downloads

But I think we're good to go here. Unfortunately there's been some changes to the repo, so rather than having you rebase and resubmit, I'll do the work myself and get this in here. I really appreciate the effort (and the patience!).
