As seen in the screen shot, the part arrow that overlaps the bottom panel header is drawn behind it, but the arrow is drawn above the other lines. Be sure to check all other bottom panels, too.
Seeing weird behavior with Status Bar, too, but it's slightly different. It seems like the arrow is drawn all-or-nothing depending on whether the tip of the arrow overlaps the Status Bar.
