This restores the help menu options to their original, pre-UserVoice configuration

This reverts commit c0eb5be239f16c83e950665c7d63d775ba952855, reversing
changes made to d2b8286a924efe2bc2d71fe4794e17c3d92f2c3a.

@SAPlayer Oh right, I should send a message to brackets-dev about this. The short story is that:

1. I think we should try some other, small changes instead of UserVoice
2. we likely have other project tooling changes that will help us more

@dangoor Did you think we'd wwant to take any of those small tweaks this sprint? I think you'd mentioned adding a Help menu link to the Troubleshooting wiki page for example? That seems easy enough to do now if desired...

@peterflynn The only reason I went the reversion route rather than just doing that was I figured I'd give people a chance to give feedback. Looking at the changes in c0eb5be239f16c83e950665c7d63d775ba952855, I think I still like those changes with the support_url pointing to the Troubleshooting page (which I have now restored and updated)
