Why is this PR needed?

This PR adds script for packaging the SARM symmetric 250 um macaque atlas into BrainGlobe format. SARM is a hierarchical subcortical macaque atlas distributed with the symmetric NMT v2.0 macaque template.

What does this PR do?

This PR adds atlas_scripts/nmt_sarm_sym_macaque.py, which packages the symmetric 250 um NMT v2.0 / SARM atlas.
