…e from GetClusterCredentials. This may only occur during tests but still probably needs to be fixed. Fix panic when neither password nor temporary_credentials is configured. Also simplify how we fetch temporary credentials.

Fix an error which occurs when REDSHIFT_USERNAME is the prefixed value from GetClusterCredentials.
This may only occur during tests but still probably needs to be fixed.
