BaseDecodeError=>DecodeErrorKindand makeBaseDecodeErroran alias of(Context, DecodeErrorKind)Also prune the re-exports of
KDL.Decoder.Internal.DecodeMinKDL.Decoder.Arrow; it was not intentional to re-export all the internal helper functions.
