Code of conduct was 5 years stale and the reporting link was dead. Fix the link rot and use the updated phrasing from 2.1 (was 1.4). Consulted Nicole Weekes to ensure the reporting link is correct for non-Broadies.
Workflow templates are only currently possible on an org-wide basis. To facilitate users being able to set up the tools that work for them without cluttering things up for other groups, we're setting this repo up for public contribution.
This is both a helpful example for others and a tool for testing the upcoming CI. Honestly, I didn't test that the actual contents work but it probably doesn't matter.
Nothing too fancy here, I just went through the README and automated anything I could that wouldn't take more than a line or two.
