Oops, there aren't any wheels for Windows for version 0.94.0. I have to build and upload them manually and I just didn't do it yet. It's trying to build from source and then doesn't find Cbc installed:

You could use micromamba to install both Python and the Cbc conda package, then build CyLP, which should work. Or install version 0.93 (which would work fine). Or just wait for me to build wheels.
