Introduce an annual/recurring campaigns type

I wonder if we should have a separate annual/recurring campaigns type for campaigns that happen at particular intervals of time. That way, we don't have to remove/add the campaigns each year. 🤔

I believe following are some examples:

• Wikipedia:Wiki Loves Pride - Wikipedia
• Commons:Wiki Loves Earth 2020 - Wikimedia Commons
