Seeking clarity on docker images

Until recently we were using the quay.io image, though I noticed that does not have v1.9.0, so I switched us over to dockerhub. In dockerhub, I notice the 'latest' image tag is updated much more frequently, though I'm hesitant to use it as one never knows if it'll break. Are versioned tags no longer being used?
