Account setup information is requested again at first sign in after registration

Steps

1. Create new account on some diaspora pod
2. On page Getting started fill tags and confirm changes
3. As a result - stream page is shown
4. Close page
5. Open page /users/sign_in
6. Sign in account

Expected result
Page /stream should be shown in the same way like in previous time.
On this page all tags, which was inputed earlier, is shown.

Actual result
Page /getting_started is shown.
There aren't any selected tags.
Only after input some tag, confirm changes, publication first post sign runs correctly.
After that on stream page all tags which were inputed firstly and secondly is shown.
