This prepares for the next major release.
Brings django 3.2 support to tests, drops EOL django and python, pypi releases via github workflows and pre-commit for code quality.
The general python changes you see here are because of the pre-commit checks. Flake8 hasn't been succeeding, it's just been running with the ignore flag on any errors.
