There's no behaviour change here. I think it's due to
flat_attrsalready beingmark_safeed by the django function it wraps.The result is passed through 'mark_safe' (by way of 'format_html_join').https://github.com/django/django/blob/ca9872905559026af82000e46cde6f7dedc897b6/django/forms/utils.py#L27
