It feels like the helix job monitor failure is redundant in Build Analysis. (And probably would cause the Build Analysis leg to still fail even if all the test failures were properly associated with their own "known build error" issues.)
Should Build Analysis be changed to ignore failures in it, or do we need to create a "known build error" issue for it in each repo, or once globally in dotnet/dnceng?
