Task: Restore Recent Hits Backup To `Hetzner` (`Autobase`) `Postgres` Cluster

As noted in #305 / #306 the experience of running the Postgres DB on Fly.io isn't great ...
So we need to:

• Migrate/Restore the DB from Fly.io to Hetzner
• Migrate the App from Fly.io to Hetzner using Kamal Kamal? learn-devops#96 / Deploy Phoenix App to DigitalOcean using Kamal learn-devops#94
• Update the DNS to point to the new location

Overall I expect this to only take T2h but with documenting each step it might take a bit longer hence budgeting T4h. ⏳

Going to try pick this up tomorrow (Saturday) morning.
