Make ulid::Generator::new() const

This allows static generator initialization - #83

Does this break wasm somehow?
It'd be strange as tests/wasm32-datetime.rs doesn't seem to include anything touching Generator, yet as I understand the ci-build logs it fails on those tests (I may be mistaken as I never dealt with wasm).

I am unsure what is causing this issue. It's going to take some investigation. Maybe a dependency has made a breaking change here.
