strip leading local/ from pylibdir where appropriate in PythonPackage easyblock

Without this, when trying to use EB to install EasyBuild as a module, I get the following error:

the [Errno 22] Invalid argument is due to trying to symlink <installdir>/local/local -> <installdir>/local which obviously won't work

eb --install-latest-eb-release on EB 5.0 may fail due to the issue being fixed here. Solution eb --install-latest-eb-release --include-easyblocks-from-pr 3464, but for EB 4 this won't work.
