{vis}[foss/2022a] VTK v9.2.2 w/ Python 3.10.4 (+ use it as dependency of ITK 5.2.1)

Using a release candidate of VTK (v9.2.0rc2), which was added in #15994, as dependency of ITK (cfr. #16496) should be avoided, so let's change that (cc @smoors)
