use Perl instead of Perl minimal as build dependency for libcerf and remove EasyConfig for Perl minimal

Since the GCCcore-12.3.0 toolchain generation Perl only includes a small selection of extra CPAN packages for core functionality. A Perl minimal is no longer needed.
