add patches for failing LAPACK tests and RISC-V test segfaults to OpenBLAS 0.3.27

Fixes two issues which I encountered when building OpenBLAS 0.3.27 on RISC-V (two the second one is not specific to RISC-V):

• segfaults when running the tests (Test segmentation fault with version 0.3.27 on RISC-V OpenMathLib/OpenBLAS#4719), fixed by Drop the -static Fortran flag from generic RISCV builds as it breaks OpenMP OpenMathLib/OpenBLAS#4733
• failing LAPACK tests (Test segmentation fault with version 0.3.27 on RISC-V OpenMathLib/OpenBLAS#4719 (comment)), fixed by Fix uninitialized variables in LAPACK tests for ?QP3RK (Reference-LAPACK PR 961) OpenMathLib/OpenBLAS#4647

The second patch was also already included in this open PR #20364, so I copied it from that PR.
