convert recent jupyter-resource-usage easyconfigs to use PythonPackage easyblock

They only install a single Python package so they ought to use the PythonPackage easyblock.

They used to require some dependencies but they are all either removed or moved to own EasyConfigs.

This also helps keeping the ml spider output with extensions enabled cleaner.
