Does "share" implicitly invite non-kicked/banned users to the shared message's room?

If I share a link to a message, I do not want to invite any user with that URI to the room. I want it to act like discord.com/channels/@me/1295070388312739860/1422343652323102762: a link to the message, if one is already able to access it. However, although, when an account has been kicked from a room, they do not appear to be able to access the message inside:

As I hoped, Element doesn't appear to permit the user to join without an invitation:

Failed to join

You attempted to join using a room ID without providing a list of servers to join through. Room IDs are internal identifiers and cannot be used to join a room without additional information.

If you know a room address, try joining through that instead.
