msc4108 in Synapse v1.136.0 and stable MAS configuration

In server version starting from 1.136.0 it is necessary to disable msc3861 and use stable configuration. In this case the server will not start if msc4108 is enabled.

That's indeed an overlook. Please note that the experimental feature still works, so I would advise using that until we fix this in the next release
