MSC4354 Sticky Events: event redaction causes loss of stickiness which is not reflected in the `sticky_events` table

Experimental feature tracking issue: #19409

Since events getting redacted causes their sticky field to get lost, they lose their stickiness.
So we should delete them from the sticky_events table when this happens, so that they aren't accidentally included in sync responses.
