Not possible to assign preferences.json

I've tried for two evenings now to simply create a preferences.json file and assign it in Brackets, without any success. Either the file doesn't work or Emmet stops working and can only be recovered by deleting the AppData Folder (Windows 10). I tried a list of possible paths to put the file in, both in ProgramFiles and in AppData. I tried every possible way to write down the paths in Emmets/Brackets preferences-dialogue. Nothing.

It's a shame something as trivial as setting preferences is such a big deal. Others encountered the same problem, though I couldn't find any solution online.
