Adds documentation for the Docker build and publish process based on what we achieved with GitProxy.
It'd be great to spread awareness of this process to other FINOS projects that don't yet publish to Docker Hub. Publishing to Docker Hub has helped GitProxy gain adoption - G-Research is now able to deploy the project to production. It's a big opportunity to gain adoption on other FINOS projects, especially those lacking visibility.
Feel free to improve the wording or correct any inaccuracies in the document!
