Create VM fails using azure shared image gallery

I am trying to create a VM using azure shared image gallery, but is giving the below exception

Exception in Getting Image 1.0.0 in Resource Group xxx-rg: ResourceNotFound: The Resource 'Microsoft.Compute/images/1.0.0' under resource group 'xxx-rg' was not found.

However using azure cli, I am able to create the VM
