Tax Withholding Category is not applied correctly to Purchase Invoice

Information about bug

I created a Tax Withholding Category "Bauabzugsteuer (15%)". Tax Withholding Rate 15%

Bauabzugsteuer should be computed based on the invoice total including taxes.

Example: I get an invoice from a supplier for 100.000€ + 19.000€ VAT = 119.000€ total

Bauabzugsteuer is now 15% of 119.000€ = 17.800€ this should be booked to Account 1749

The supplier is payed 119.000€ - 17.800€ = 101.200€
tax authorities get 17.800€

The problem is as shown in the screenshot that type "Actual" cannot be changed for the Tax Withholding Category Bauabzugsteuer (15%).

when I try to change the Type I get this message:

Currently, TDS is implemented to calculate on Net Total on the Purchase side and the Gross total on the Sales side.
We are considering it as a feature request.

@ljain112 this is not a feature request. when I change the supplier I get different computations.
