Pause tour step if user input is required

Tour steps should suspend auto-play when user input is required. Currently, in tool-generated tours, users cannot complete the requested actions after pressing auto-play. Introducing a per-step flag to signal required user interaction would resolve this.

Tools not working:

• JBrowse is a tricky one, which would be nice to make work toolshed.g2.bx.psu.edu/repos/fubar/jbrowse2/jbrowse2/3.7.0+galaxy0

Add Galaxy tests

I think tours are not working for tests with:

• multiple files as one input. e.g. params with multiple=true and a comma separated list of test files
• composite files
• URL as test inputs
