Remove some redundant/obsolete Babel dependencies.
Once we have updated to Node >=20 we will also be able to remove @babel/plugin-syntax-import-assertions
Also updates eslint-plugin-jsdoc to latest compatible version (again - waiting for Node update to fully update this dependency)
