Removed all the related files to noCache rule since it has been removed from the helmet library in an effort to focus on the scope of helmet being related to security issues alone. The [issue](helmetjs/helmet#215) on helmet github page that discusses this removal.

related to security issues alone. The issue on helmet github page that
discusses this removal. This removal has been done in v4.0.
