Support vcpkg preinstalled libs for msvc target

Hi, it'll be nice for msvc targets to be able to pick up the dependencies from vcpkg installed shaderc package.

That sounds nice! Would you mind to look into supporting that? I'm not that familiar with vcpkg and I don't think I'll have the bandwidth to do it very soon. :)
