fix(ci): prevent release failure on duplicate tags

Summary

• Adds --clobber flag to gh release create in the release workflow
• Prevents pipeline failure when a release with the same tag already exists (overwrites instead)

Context

The v0.0.7 release pipeline failed because gh release create errored on an existing tag. All builds, Docker images, and the release itself were fine — only the create step failed cosmetically.

Test plan

• Next release tag push should succeed even if re-triggered
