Fixing some issues related to deployed Trackio Spaces

This PR fixes a few issues discussed internally:

• Run table now shows runs that were loaded from the backed-up dataset
• Avoid unnecessarily restarting Trackio Spaces
• Fix the UX for the button and Run table when deleting the run

Also adds a test (using our new Spaces Test suite) to ensure that the backed-up dataset is correctly loaded into runs.
