"First Steps" for new users (simplified)

When a new user logs in, a welcome page instructs users on their first steps using the Guardian. This welcome page is authored in Gitbook and content pulled via a static designated page which can be configured.

Acceptance Criteria

• dedicated route e.g. https://host.name/first-steps
• follow existing UI style conventions
• page context pulled from a designated file in the repo (e.g. md file or html)

• dismiss after user has taken first steps
• can be re-enabled by visiting profile page
• can be re-visited by visiting profile page
• the instructions do not require any pre-conditions such as specific user role, initial data or other platform conditions
