Encoded urls are not handled properly

Describe the bug
Observed in vault version 1.18.1, not observed with version 1.16.1 where this works as expected

To Reproduce
Steps to reproduce the behavior:

1. Run the following rest call: "https://server-url/v1%2Fauth%2Ftoken%2Flookup-self"
2. Observe that not the requested json information is returned but a redirect message with html body

Expected behavior
The same information returned as if the call would be "https://server-url/v1/auth/token/lookup-self"

Environment:
Based on helm chart 0.29.0 in a Kind Kubernetes cluster

Vault server configuration file(s):
nothing special, is only set up in a test environment, but in dev mode

HI @aslamovamir , I have to admit, I do not get your question, as the rest call I executed is in the description above. Nothing else, a vault in dev mode using chart 0.29.0 and then call the resource mentioned above. The good news is, that I discussed with a colleague who observed, that the same service could work with vault 1.18.3, so potentially, the issue might already be solved.

@florianrusch I commented on #25905 and closed it, as it's a slightly different situation that's specific to KVv2. We can triage this issue separately.
