Extend the token plugin so every relevant key role supports KeyList and optional M-of-N threshold, aligned with the shared core utilities and the topic pattern. Update CLI (repeatable flags, thresholds), handlers, state, import/delete/create-from-file flows, manifests, and batch hooks as needed.
As part of the same change, widen the shared token transaction layer (TokenCreateParams, token service) so key fields use Hedera Key end-to-end.
