Add client log file for yahcli ivy

Background

Right now the yahcli ivy task indicates a failure, but doesn't provide any logs to troubleshoot what failed. We'll add a default log4j configuration file that outputs the test client framework to a log file for further analysis.

Acceptance Criteria

The ivy task by default creates <working-dir>/outputs/hapi-client.log and captures the test framework log output.
