I think we should drop this and repurpose (some of) the contents.

The reason is that I don't think these are operational considerations as normally understood in the IETF (see RFC5706 and RFC5706bis for more context).

I reckon that the considerations in L3058–L3061 should be rephrased and added to the profile section.

Perhaps L3063 could be added as a side note to the crypto envelope section. (However, I would prefer not to, as it seems too weak to be a recommendation.)
