In 3.1, given the concerns about caching, why is a nonce not used?

I'm not sure that I understand the comment.

Caching is one of CoSERV's goals. As we state in the overview:

”It might be expensive to compute the result set for a query, which would make caching desirable."

Adding a nonce would prevent caching altogether.

ACTION: Decided that we don't need a nonce, but we should describe how the client can explicitly request fresh data and bypass caching via standard HTTP request headers.
